Yes. After applying for performance rights, you’ll receive an invoice, which can be paid online by credit card, or with a business check or purchase order.
Not for the foreseeable future. When producing the play, you are granted access to an author-approved PDF file of the script to be used exclusively for your production, whether by viewing on digital devices or printing as many copies as required.
Most cuts can be approved fairly easily - just email mrjonathanrand@gmail.com with the details of your request. (Please do not make requests to add your own dialogue as such requests cannot be approved.)

For over two decades that was the case, yes. As of July of 2022, however, Jonathan’s plays are no longer under contract with that company.
